Is there a consensus on kw density and other questions.

Hi there I have some questions:

1) Redirecting the homepage of a site according to the User-Agent is not cloacking at all ?

2) Is it consensus that after Penguim, it`s not advisable to write all the anchors with the exact keyword phrase but only say 50%?

3) Is there a consensus on kw density already ?

    2. The consensus after Penguin is that almost any link you had a hand in to the extent of the control described in your question is likely to be algorithmically-identified as "unnatural" and hence  ;unwanted.
    3. Consensus was reached a long time ago. Most people agree that there are more important things to think about that might be more useful.

    1. Someone told me as follows (and she seems to disagree with you imo):
    Cloaking is showing different things to users and search engines. You can do different things for different user agents (for example, serve a different page for a mobile and a desktop based on user agent), but you MUST NOT serve a different page to a search engine and a normal user. That is cloaking. So, for example, if you serve a different page to Googlebot than you serve to anyone else, you're cloaking:https://support.google.com/webmasters/answer/66355

    2. Any link that is not spontaneously generated, i.e by someone else not under your control, is a possibility to be designated as an unnatural link. So generally, if you are making the link and can choose the anchor text, it's perhaps more likely than not that you'll be wasting time and effort. Also consider that you might also be creating work that needs to be taken down subsequent to an unnatural links warning.
