Can title tag and H1 be the same?

My question is related to title tag and H1.
If both of them are 100% similar will the site be penalized?
If both of them needs to be unique how much % of uniqueness should you think will be good?
I am working on a software site where technical terms are used more so its getting difficult for me to make title and h1 unique.I am trying to add one more word in h1 tag and the rest is similar to title tag.Is that count as unique?
Note:  I am adding brand name to every page of title.

For ex:
Mainframe software for Data centers - Brand name
  Mainframe software solutions for Data centers

  • Al Remetch: I've never had a problem with duplicate keywords in this way. In fact, I found using variations of the keyword in a few H1 tags helpful. 
  • Martino Mosna: I wouldn't worry that much.
  • Andrei Gherghel: A lot of sites have the same tile and h1. I wouldn't worry.
  • Aamir Siddiqui: The website must have a title, a H1,H2,H3,H4,H5,H6. bUT JUST ONCE minimum.
  • Ovais Ehsan: I shouldn't be worrying about matching Title and H1 tags, as long as I am not stuffing keywords in them.
  • Shailaja Ramani: Hi +Nikhil Gabda ;I suggest you should not worry about it but if you want this to not affect your  ;site you can take variations in your keyword.
  • S?awomir Zdunek: I sometimes use the same titles and H1s and haven't got any problems with it.
