Google nor Netflix nor any other company should be given any opportunity to "bypass" any bandwidth (cap). Why because with that one sets barriers to entry. 

Besides that the internet is a de-centralized network and no single company (or gateway companies) should be motivated to buy its way into a less de-centralized network.?   Appeals court strikes down FCC`s net neutrality rules
