For SEO purposed should I develop landing pages or Blog Posts?

Hello everyone,
I want to say I have gotten some great advice from this group and I appreciate it very much.

My question:
I want to develop a few concepts around my the graphic arts/ printing segments of my business. Basically to rank higher locally in SERPs. For SEO purposed should I develop landing pages linked only to my printing page or blog posts with anchor text linked to the printing page...or both?
Content is not a problem, I am just wondering how to deploy it.
