I read elsewhere that there is a bug within Google which means the RR button doesn`t show in WMT. Is this True?

Hi all, just new here. Just wanted to ask a simple question. Reconsideration request. I read elsewhere that there is a bug within Google which menas the RR button doesn`t show in WMT. Is this True?

Mike Stetzer: When I submitted a reconsideration request for one of the sites I managed, I vaguely remember not being able to access the feature from within Webmaster Tools. There was a separate URL that I had to copy and paste from another source.
Tim Capper: There is a seperate URL, purely so people do not access and destroy their site.

In the help button, search reconsideration, it opens the page and you can access from there.
Simon Hunter: couldn't see any direct link tho there is plenty on info on reconsideration - 5 yr old videos don't really work tooo well. Anyone know the URL?
?ukasz Rogala: Isn't reconsideration request available only when your Google takes manual action?
