  Not an easy task as the end result can look spammy but it's a step that needs to be taken to get results for the area in which they operate.
  For instance, I very much doubt that they want enquiries from all of Florida so find a way to narrow it down to where they do operate

  I would also like recommend that you use onsite schema.org standards to compliment the citation submissions to the services you have listed. Citations may be the format that they are requesting, but you may find better value for your client's site by using the schema rich snippet markup internally.
