I think the google can never control quality of content. What do you think?

The below screenshot have 3 visible results for the keyword stamp duty on share certificate in haryana. The first two serp is of same blog and third is a newsletter with almost same content and certainly the topic is same. Is it not a matter of duplicate content? I think the google can never control quality of content.
