Again, what else can be done?

How to beat a competitor in local map pack ranking who happens to be using (embeded maps and keyword anchor text) on a bunch of PBN sites? Looking for suggestions within Google guidelines. I have built 60+ citations manually and have decent number of 5 star reviews but nothing seems to work. The page is optimized with local markups and other onpage elements like embeded maps on the page and contact page. Meta tags. Description etc. My Moz Local score is 77% and Yext powerlisting score is at 82%. The organic ranking for my page is at number 1 position. What else can be done?
