How to target for both Netherlands and Belgium?

Hi ,
My clients has a website abcd.nl and right now its targating region is .nl(nederland) , he also want to display his site in .be(belgium) , he want to display his website in both region , both region has a same language,
if i add pages for .be(belgium) was it issue copy content or what to do for that??

Paul Goossens: The same content in multiple countries isn't seen by Google as duplicate content. Because of the domain it's clear which country the site is targeting on.
Kalpesh Bharankar: +Paul Goossens +man patel As there is two versions of domain i.e. .nl & .be exists Google will certainly consider it as different domain and also duplicate content.
