Is Google considering all submissions as spam?

Hi to every one, Please give your valuable suggestion...

All SEO experts are noticed that the Google has considering all submissions as spam.
with out doing submissions how to get top?
more over right now i am focusing submission for last one month on wards, is it right or wrong?
If is there any alternative option please suggest me?

Ryan Cramer: Personally, I can't remember the last time I've used Google's url submission tool. ;Usually when I have a new domain, I set up Google Analytics and Webmaster tools and it seems to work even better than the URL submission tool ever did. ;Hope that helps!
