  You'll find a lot of crappy websites on the first page. I find them every day. Either they have crap content, or backlinks, or design, they are there. The thing is they won't last!
  
  Blackhat is still doable also!
  
  Now, there are also sites that have such backlinks, because no one has perfect link building, but perhaps they also have a lot more quality links, so that's why they could be on the first page.
  
  If a site only has the type of links you are mentioning, you probably won't see it on the first page.
  
  By the way, you are talking about .wordpress.com and .blogspot.com websites no?
  
  Also, believe it or not, some sites don't require link building at all in order to rank. Link building it's not all! I administer a site that has 0 backlinks and ranks on the first page for a year now because the competition is very low.
  
  So, instead of creating 20 WordPress and Blogger links, I'd prefer creating 1 quality backlink. Creating backlinks with a lot of WordPress and Blogger websites can also lead to a penalty.
