I have a burning question about aggregate rating

I have a burning question about aggregate rating, site-wide stars on SERP, that I asked John Mu in private and he seemed to say this was not best practice but that Google might detect it as being ok and attributed the stars.

I gave an example where a site pulls up Google My Business reviews and applies the stars to every single page on that site apart from the homepage.

I then came across the below, that appears to be a GSC penalty for this kind of practice.

I asked John for further comments, but no joy so far. Can you chip in with anything?

Pedro Matias: Gottcha, that seems like a strange place do SEO communing ;~) but what do I know.
Sasch Mayer: Jim made a run for it a couple of years back, when they started dumbing down G+, and set up shop over on Farcebook... He still monitors this place, but it`s not as active.

In part, this is why I`m wondering about bringing back the Technical SEO Community. There needs to be a place where help is available for business owners, without everyone trying to sell you something.
Pedro Matias: Ah! Sounds good to me. I just reshared that post. All SEO communities Iâ€™m part of on here have largely died down or are used to post the members blog posts, of which Iâ€™m gulf too :) mea culpa!
Pedro Matias: I know you mentioned, If there is any of that cake for me :-) shoot an email or anything I can help with.
Sasch Mayer: Actually, I`ve been working on something for about the past year, aimed specifically at helping small/medium business... It`s getting close to being ready for release. :-)

Meanwhile, let`s see if there`s enough interest in reviving the Tech SEO Community, to make it worth the effort.
Brian Wilson: I could definitely use some help. Using WordPress with template and I`m all over the place getting nowhere. Code is separate from the text. :/
