Dealing with Legacy sites.

Xyzlanguages is a 10 month old Language School site doing well (high on page 1) for local language school search terms.

 2-4 months ago, the customer added inner pages for translation services and teacher recruitment services (they are only on page 2 of Google for these searches ).

The customer now wants to make teacher recruitment his primary business and to trade as xyzrecruitment. He will then probably shut down the language school.

Is it best to:

1  keep the current site as is (for income until the new site gets estabilshed), create a new xyzrecruitment site and to 401 JUST the old recruitment inner pages to this

2 create a new xyzrecruitment site and to 401 the WHOLE OLD DOMAIN to this – can you 401 a language school site to a teacher recruitment site?

3 keep the xyzlanguages site and just change the seo of the home page from language school to teacher recruitment and change the name that appears on the page from xyzlanguages to xyrecruitment.
 
Number 3 is the customer`s preferred option (it is the cheapest) but I am wary of it as I don’t know whether changing the whole keywords of a home page and the site could trip some sort of spam algorithm? If Google turned against the site,  it would be hard to recover and then both businesses would be lost.

Would appreciate advice.?
