Tim Capper: Group expertIf you are just updating your page, you dont need to request re indexing - it will be updated when they get to it.
So just update it.
If you mean changing url, so its a new page - very very bad idea

Michał Borzyszkowski: Cheryl Daniels few reasons:- it cost you time to change internal and external links- it takes time for Google to merge two URLs even with 301 - it takes few weeks for Google to check all internal and external factors (if they still point to the page)- more often you do it more time it will take Google to merge both URLs
URL for Google is as street adress for us. If you change your adrress often your customers will suspect something is not right with your business.
I had a customer once that few SEOs before me couldnt rank in top 10. He had good site and good links but ranked on 30-40s. After analisys only thing i did was to remove automatic URL change after page name change (prestashop) and after 2-3 months most of the keywords ranked in top 5. He`s still with us
