Where should we put the anchor tag for a button?

Where should we put the anchor tag for a button? We know that for an internal link, it`s better to put relevant anchor text. However, if we do this for a < button > and nest an anchor tag, it will only be clickable in the text part. So is it a good idea to nest the whole button in an anchor tag? How do we make sure we still follow the "relevant anchor text best practice?" Is using < a > directly and style them as a button instead of using < button > tag the best practice?
