Best general practice for link structure

I asked a variation of this question previously but wanted to get a bit more detailed: What is the best general practice for link structure regarding a company that services multiple cities but is based out of one particular city? Example: A general contractor that offers Kitchen Remodeling and Bathroom Remodeling based in San Antonio, TX but services San Antonio, Austin, Alamo Heights, Helotes, etc. A)
