Best general practice for link structure

I asked a variation of this question previously but wanted to get a bit more detailed:

What is the best general practice for link structure regarding a company that services multiple cities but is based out of one particular city?

Example: A general contractor that offers Kitchen Remodeling and Bathroom Remodeling based in San Antonio, TX but services San Antonio, Austin, Alamo Heights, Helotes, etc.

A)
companyname.com/service-1/city-1
companyname.com/service-1/city-2
companyname.com/service-2/city-1
companyname.com/service-2/city-2
etc

or

B)

companyname.com/city-2/service-1

Or is there a more preferred method besides what I`ve mentioned above? We`re in the pre-planning process for a clients new site. Want to get them started off on the right foot when it comes to link structure what will benefit them the most.
