What SEO strategy should I follow to target Globally?

What SEO strategy should I follow to target Globally? Any advice and suggestions?
My case:
I have 2.5 years of experience in SEO and in those years I have only performed Local SEO of websites whether it`s ecommerce or service-based. The target audience of all websites was limited to their country. I`ve never done SEO on a website that has a global audience. By the way, the industry of my new project is "Trade Finance Services & Solutions". Their main services are Letter of Credit, Standby Letter of Credit, Bank Guarantee, Performance Bond and Advance Payment Guarantee. For example, if my keyword is "Letter of Credit services" and when a USA User search "Letter of Credit services" on Google vs Canada User search "Letter of Credit services" on Google so how will Google respond and prioritize to each user? Of course Google will give priority to Local SEO sites first but depending on the Backlink profile of a website. So what should I do, make a single page or country-wise pages?
Please give me some direction! I`m confused.

Tim Capper: A quick search for each in both US and Canada, it appears that Google prefers domains for these type of financial services.

So you should be serving US on .com and Canada pages on .ca - of course using href lang

That would be my go to - it would also help if you had US offices & Canadian Offices - each should be referenced on each domain

That would be my initial suggestion to look at and analyse.

Is that what you mean If my website name is "xyz". So I should buy 2 different extensions domains i.e. xyz.com for USA and xyz.ca for Canda?

Tim Capper: If you are selling - Financial Services - which is considered (Your Money or Your Life) by Google - you want to make sure you are registered by the financial authorities in those countries and Google can see that.
