Do plugins slow down the speed of the website?

Hey Guys! Do plugins slow down the speed of the website? We started using Gravity forms for our website. Apparently, to style a Gravity form in an Elementor builder, we need to get an add-on. Our web admin is against it because he feels it is going to slow down the website. What do you think?P.S : I know we can use CSS styling, but I don`t know how to.
