Trying to get ranking for my city

So I have my business website, it`s a local service business. I mostly sit in 3 pack for main keywords (acupuncture - Chinese medicine) for my suburb (Brunswick) and around 2-3 in organic for the local suburb (competitors have suburb and keyword in their titles whereas I have a branded business name).I have been also working on trying to get ranking for my city (Melbourne). Slowly crawling up a little for the two main keywords hitting page 3-4 on organic, though seem to have made an appearance on page 1 for one of them today (will see how long that lasts!). I`m nowhere to be seen in the local pack, even when scrolling 80 deep, for the city. What am I missing to get into this pack too? I had thought that organic ranking for that keyword would at least rate an appearance!
