Stockbridge Truslow: For local SEO purposes, you can tell Google the locations you serve quite clearly without having to have a unique page for each one. It knows whether or not you serve Walla Walla, so if you do and someone searches for a place to get your service in Walla Walla - Google will send them there. It`s the service itself that is critical to convey clearly.

a lot of content for a given location will get you ranked there.
For local SEO purposes, is the website structure website/location/#service viewed less favourably than website/service-location ?
