Jim Munro: I am not an expert, +Jeewan Garg, but I used SEMrush to check the backlink profile of your competitor and it seems to me that they are using a private network of .com domains to run a linkfarm.
It looks like they started building followed links with exact match anchor text around 2011 (about the same time as Google ;introduced the failed Farmer and Panda updates). The content on this linkfarm is obviously rubbish but it looks like Google cannot see that. You could consider filing a spam report - that might knock them out but it won't affect your own ranking. Given the search term, the rest of those above you might be using the same tactic. Maybe file 20 more spam reports? :)
