Low authority backlinks

Hi All, For one of my website , I was checking Backlinks in Webmaster Tools and found that there are total 290 Backlinks , Out of 290 , 120 Back link`s domain authority is less than 15. so what i should do such low authority of backlinks , Should i disavow them , please advise Note : This website has been hit by panda in 2012 and still traffic is not recovered RegardsUsman Ghani
