Google says because the tool is not just for webmasters, it is for hobbyists, small business owners, SEO experts, marketers, programmers, designers, app developers and yes, Webmasters – but webmasters are just one segment of its user base. To make it more inclusive and not to scare away non-webmasters, Google renamed the tool."

  Michelle Dear: Well, I agree with a rename because it does give the impression that it's just for webmasters, but I'm not sure about the name that they chose.  ;I think it's a bit ambiguous and doesn't really give those that they are trying to include a good idea of what the tool does, as those they are trying to include can be rather new to SEO and the other features of the tool.
  
  I mean, they did include "hobbyist" as a target audience. To me, it's a matter of education if they are going to include that type of individual.
