EC is trying to make the search market more competitive. Not sure if this will improve the search results, but maybe in the long term it will benefit users due to the increased competition.
the Commission`s aim is not to artificially send traffic to sites that compete with Google, but to ensure that users are well informed of the existence of these competing sites and of their relevance to the user`s queries, and are given the possibility to access them.
