Randy Wilson: IMHO, start with Google's Webmaster Guidelines and documentation, and the little bits & tips that Matt Cutts sometimes gives.
Then read reputable sites like MOZ (and a few others, that i'm sure someone will post here).
...watch out for the regurgitaters and guessers that don't really know what they are talking about..
And of course, above all, watch and read Dumb SEO Questions!
