Do followed links always lead to a Google Penguin penalty?

When submitting business listings to online directories for local SEO purposes, and receiving a followed link from the directory in return, will this be counted as a paid link by Google, and potentially lead to a Google Penguin penalty? Thanks in advance everyone :)

  • Brent Wildman: No. Links from quality and trusted directories are perfectly fine. Just don't go overboard and submit your site to hundreds of different ones. ;

    There is only a handful of ones worth pursuing in the first place.

  • Jam Hassan: Submit to Quality , Human Editable Directories those Real People Using , Any Directory that is Helping & user Experience is Great . Are Good To submit . Write Different Title, Description & please don't don't abuse with Anchor Text :-)
