Michael Martinez: We discussed this privately. The link is embedded in a Javascript function, although the function is embedded in the BODY (not the HEAD) section of the page.
I don`t recall testing this exact circumstance. Although Google says it can crawl links rendered through Javascript (see the link below), there are limits to how they can find links in Javascript.
I recommend testing the function embedding method with unique anchor text to see if Google can pass the link`s anchor text to a destination. If it can do that, then the PageRank-like value can probably be passed as well.
The UTM= parameter will be ignored (or, rather, the link`s destination will be canonicalized to something, hopefully the base URL).

Ryan Jones: yes links with querystrings are just links, "pagerank" would flow through them but only to that specific link with the querystring if you don`t have a canonical tag or something.
Also, some people saying it`s in an image that doesn`t matter - but Matt Cutts said image links DO pass pagerank. https://youtu.be/wTKzlhWeaDw
I`m not aware of google saying anything to contradict that.
