Can buying a link do me more harm?

Dumb link building question:I represent a tech brand. So this guy is trying to sell me a spot on his link with a 70% bounce rate and the site`s traffic fluctuates at a constant rate.Can getting a link here do me more harm? Especially w July`s Google Update?
