A question about page loading speed

Hi Guys,

I need to render a page on the backend for my new Angular.js application - I`ve seen some reports that Google doesn`t care how long does the page render, but it takes into account the time to first byte (so basically as fast as it begins downloading, the better, even if the page would load for 10 seconds). Could anybody confirm that??
