Which sites are good for high PR backlinks?

Another SEO question: Which sites are good for high PR backlinks. People are constantly telling one another to post on high quality sites etc., but for me it`s been difficult to find such sites. (or atleast getting my post to stick) Any suggestions or tips? Also, any tips on reputable web submission directories? Thanks!?

Mikita Shah: A very easy way for looking out quality sites are by checking their PROFILE, secondly you could look for their back links as that helps in knowing the quality of site more efficiently.
High quality sites have better link ups and they rank highly in Google so that's the reason PR plays crucial role. And for Web submissions these is the best way to know.
The content and posts of the website can further help you in knowing the site's quality.
