Should i do local seo in other cities?

Hi,
I`m ranking fairly high for my target keyword in SaaS niche in my city of residence. But the targeted page is not ranking up-to the 3rd page in other cities, where one blog is ranking instead of the target page. The discussed target keyword has a fairly international intent in nature and got no local SERP features like maps. Should i do local seo in other cities or should i do try to simply build high quality links to the page where the landing page to replace the blog.
