I have a few questions about foundational links

Hello SEOs, I have a few questions about foundational links;1. Are they safe in google eyes (penalties)?2. Should I build foundational links to the home page or to the specific pages I want to rank?3. Can I rank a low competition keyword with just foundational links?

There`s no shortcuts to be had here.

Richard Hearne: I`d say if you overdo this you`ll likely find it hard to rank. It`s certainly not an SEO strategy that would work independently.
