Is it a good practice to use Exact Targeted Keyword as anchor text to link to a higher, much higher PA page?

Does it effect negatively in respect of link juice flowing?

Say I am publishing an article targeting USE EXACT KEYWORD IN TITLE and in 2nd paragraph I write` +Neil Patel on +Hubspot in an Article How to Use Exact Match Keyword in Title Tag writes that.... and I hyperlinked the words USE EXACT KEYWORD IN TITLE with the article link.
