Duplicating pages on the same site using a different language

Has anyone ranked a page by just duplicating another page on the same site but using a different language like Spanish or Chinese? I could use one of those language converter tools. This company is doing it and is outranking my English site. The same company has several rankings on page one using English.

George G.: you should stop thinking about this and get to work and fix your site. 1. it is ugly and UX is bad, you need a redesign 2. you need content 3. you need local relevancy and silo structure 4. you need ciations 5. you need backlinks .......... what you definetly do not need is your pages translated in chinese.
