Does the duplicate content thing matter on a local-perspective?

Hi there, i have a question regarding duplicate content & sites for locale stores. Duplicate content is a bad thing. But how does it behave regarding local stores. My current example i´m seeing is this: There´s a parent company that is present throughout the country, but every single store has his own website ("ParentCompany-RegionName.ccTLD" - All in the same ccTLD). The content on each of these websites is delivered from the parent company, so each region website has the same content. There are dozens of websites because there are dozens of stores. Similiar to McD. From my point of view:
- It´s all duplicate content even though the different regions inside a country - Right?
- It´s hard for this brand to rank with a single page for a specific high-volume/high-competition as each store has a duplicate page online, that tries to rank for the same keyword - Right?
- Does the duplicate content thing matter on a local-perspective? If i search a keyword relevant to the business i always get a local result that fits, with the duplicate content that every store has? Thanks in advance for your responses!
