Can they work even if the search volume is 0?

I`m trying to use more long tail keywords. Can they work even if the search volume is 0?Example of made up keyword:Let`s say my site is currently ranking for: marketing agencyAnd new jersey digital marketing agency has 0 searches but people could be searching for it, should I use it?If my NJ audience just types in marketing agency but has a history of new jersey searches, might google recognize that they are fit?Those are not good examples because I`m trying to keep my client`s keywords confidential. Does any of it make sense?

Muhammad Faisal: Yes, it will work far better than competitive Keywords in the primary stages of your content publishing. It`ll work better if you research a good number of keywords and manage the topic cluster. Google auto-suggests show queries based on the search interest of other users. So, it has demand. That`s why google shows us the suggestions.Keep publishing low-competitive long-tail content and wait for some months. It`ll bring traffic.
Shane Deubell: As a starting point sure, there is 10 million people in NJ, I`m sure couple thousand are looking for marketing agencies every month that live in the state but not specifically searching that phrase.In theory I could live in Newark and search for "marketing agency", first the maps would show the local agencies then you could be #1 in organic.
Muhammad Fayaz: I would suggest you surely use this but in a smart way specifically in meta tags, let`s suppose your title should #1 Marketing agency NJ - site title, and the keywords in description plus H1, in local SEO location + keywords in meta and heading is very important
