Can penalised sites run google paid campaigns?

If a site which is penalized by google (organic), can run google paid campaign and google will show the ads in SERP??

  • Edwin Jonk: Paid search and organic search are separated. However a high quality score (AdWords) and a high position in organic ranking can go hand in hand. ;
  • James Simmonds: +Edwin Jonk Only in a in terms of copy text surely. Other organic ranking factors like links etc have no influence on Adwords right? in fact you could use a landing page which doesn't rank at all in google organic searches and get a high quality score as long as the copy text in the advert and the text on your landing page is relevant to the keyword. ;
