Authorship: Who can see my Google+ info?

hi guys, I have another stupid question. 
After establishing authorship, I see my google+ info to the right of the search results in a big box.
a. how is that box called.
b. why only with people in  circles can see it. I spend hours trying to understand how to make it that also people who are not connected to me can see it
