Unofficial photos from rank higher than a verified business in GMB

This is not my client yet so don`t know all the details, has anyone seen photos from the web or other websites rank higher than a verified business in GMB? The main image is not hers and when you click on it, the top images aren`t either. What would be causing this to happen? Their brand not being strong enough? or is it because the actual name of the business is too similar. Will flagging the images as irrelevant do anything to help?
