Recover penalized site or I start a new one?

HI All, I have a website 10 years old which was earning well till 2012 then due to low-quality contents penalized by Google and lost all ranking, I already deleted all low-quality contents and planning to add new high-quality articles, My question, Is it ok to work on this website to recover or should I start a new one. I heard that it is very difficult to recover so better to start a new one. Your thoughts? Regards Usman

Alan Bleiweiss: It depends on how much good content there was to begin with, how many toxic links there were compared to trustworthy and quality links, and whether the site was so toxic that it just makes sense to start over or not. There is no easy way to know what to do without a full understanding of those considerations among others.
