Losing a lot of SERP results due to the use of blackhat links

Im losing a lot of serp results due to 2 competitors that use blackhat links. Is there anything i can do? I know Google will punish him, but cant wait till it happen, im losing some market share due to it. Anything i can do like report or do negative seo to make him go down faster?
