Should I disavow these links?

  I have been working on the backlink profile of one of my websites. I came across some websites which are linking to my site on anchor text. Here are the examples:
  
  http://kittechetc(DOT)com/48139-hire-venues-in-london.php
  http://transcreationweb(DOT)com/48139-hire-venues-in-london.php
  http://web4academy(DOT)com/48139-hire-venues-in-london.php
  
  I contacted the concerned person for link removal, but he/she said the process is paid. Even I have pasted these URLs on google search box. All the above URLs are not crawled by Google, maybe due to the penguin & panda penalty. So, all I want to know that using disavow tool for them is correct or not?

  Dave Elliott: do they have a no index tag on the page? Although, even if they do considering adding them to a disavow file will take less time than it will take me to write this post i can think of no good reason to not disavow if you are worried by them.

  Pulkit Khurana: i didn't find any no index tag on their websites. but, these sites are surely not crawled by Google for some spammy reasons.

  Jon Tromans: If you've had no success getting them removed then add them to a disavow file...
  
  Also try to get dodgy nofollow links removed as all it takes is a plugin to update or a setting to change & they can become follow and you'll never know.
