1. The algo has a name given by the SEO community and, thereby, people assume an update is large.
2. Expectations where high and thereby the SEO community expected a large update while it only affected 1 % of US/English queries.
3. MozCast is aggregate data. Meaning that the impact of update might have been averaged out
4. MozCast is a day by day comparison, while the update is rolling out over a couple of days (or weeks). Meaning that the daily impact might be too small to detect.
5. Sampling error. Meaning that the wrong set keywords are being tracked or the set of keywords do not represent all the keywords of the world.
6. Penguin 3.0 target a niche.
7. MozCast`s metrics are wrong.
