Panda Algorithm Penalty

In your experience, how many low quality pages could result in a penalty from the Panda algorithm (as a percent of the overall number of pages indexed under a domain?) e.g. if you have 10, 000 indexed pages, then how many low quality pages would it take to be penalized, 50? 100? 1000?

A lot of SEOs seem to state that it only takes a few but no one will ever put a number on it. I find it hard to believe Google would be so strict as to penalize a whole domain with Panda if

    A lot of SEOs seem to state that it only takes a few but no one will ever put a number on it. I find it hard to believe Google would be so strict as to penalize a whole domain with Panda if <5% of pages do not meet the quality standards.
