Duplicate URLs

Hello everyone, here is a duplicate URL related question. I hope this is the appropriate place where to ask some help - if not, can you tell me who to ask and I`ll delete this post?

So, I have this website with two languages: French and English. The URL structure is as follow:
www.website.com/english-pages 
www.website.com/fr/french-pages 

But, lately, I noticed that absolutely all the English pages exist in two URLs: www.website.com/english-pages and www.website.com/en/english-pages. 

Everytime I create a new English page, an URL including /en/ is created. 

Is this considered like duplicate content? Is this harmful?
