Got on the first page of googlet, but my click rate is low

I`ve managed to get my website on the first page of google which is great, but my click rate is low. To increase the CTR, I changed the Meta Tag. However, it`s picking up the footer information, and not my meta tag info. Why is that? Do I need to put the meta tag info where the footer is?

Jim Munro: googlebot will write its own description to try to match the query. I think your best course would be to analyse the traffic to that page and try to guess what they would like to see. googlebot might continue to write its own description until your description better matches the query.
