Getting organic traffic to a new site from specific countries

Hello,

I have a query about getting organic traffic to a new site from specific countries and locations.

If I have a site about a generic and non-location specific topic and Im just using a .com domain and also the content isnt optimised for any keywords related to the location(s) Im targeting is it possible to get the site to rank in those locations? There would be no physical office location tied to the site in these targeted locations too.

Im guessing that this is either not possible at all or very difficult but I thought Id check in here with you guys anyway.
