Ecommerce website - exactly the same content but different areas

Hi , I run a successful UK ecommerce website and have been for quite some time. We are increasingly getting enquiries for Europe however we feel there would be much more opportunities with a much more EU focused website. I would like to set up a EU focused website but because Im not much of a linguist it would be better if this was in english. Im worried though that google would see this as a duplicate and penalise me. Advice & help needed.
