Creating a second version of my site in a different language

Best way to create a second version of a website in a different language using WordPress.comIf I wanted to create a second version of my website in a different language, how might I do that? Note that the site is on the WordPress.com platform so there may exist a plugin. A corollary to that question is whether or not the prompt from Google Chrome "Would you like to translate this page?" does anything for Google`s ability to index your site in a secondary language. My guess is `no` because there is no crawlable file to be indexed. So I want to find a smart strategy for creating a second version of a site in a different language. Anybody have any experience doing that or tips? Thanks all!
