Penalties on linking to external sources

I am trying to convince a news website to start linking to external sources, but they are very afraid of link penalties. Did someone find/know any official talks (prefered Google guidelines) about this topic?

I keep finding what not to do, like not using links in advertorials, participating in link schemes, but not a single word about when you should use external links.
